Royal Dean Winters Jr. has been in law enforcement for over 25 years. He has been the Chief of Police of the Crandall Police Department since 2007.

During his career he has worked as a Patrolman, working as Juvenile investigator, D.A.R.E. instructor, Bike patrol officer and Citizens Police Academy coordinator along the way. He is a member of the Texas Police Chiefs Association as well as the International Association of Chiefs of Police.

Dean is a graduate of the South Plains College Police Academy and holds a Bachelors in Criminal Justice and Criminology and Masters in Public Administration from UT Arlington as well as a Masters in Criminal Justice Leadership and Administration from Sam Houston State University. He attended the Institute for Law Enforcement Administration where he graduated from the School of Police Supervision and Ethics Train the Trainer programs.

Dean is a supporter of continued education and teaches Criminal Justices classes at Tarleton State University as an Adjunct Professor.
